Two hours after the binmen came and moved rubbish from several back alleys in Springhill, this was left at the bottom end of Exchange St!!!

I just can't believe some people!

Does this man think the council are running a personal service?

Well the mess has got worse, now there is a mound of soil in the back alley also, can you do something about it?

Just seen a council van outside the offending property. hadn't realised the council had put the original mess back in his yard - nice one!
He is now in the process of moving the second lot back into his yard! He's not a happy bunny, can hear him complaining about the council making life difficult for him!

By the way was the big guy taking photos at the weekend anything to do with you!

What is the council's policy on dogs being left out in the yard all day? Apart from what I think is a cruelty aspect, they have been causing great annoyance with their constant barking around here.

I have been off for a few days. I will look into this but our records show that there has been no complaints received about this matter and we don't even know the address. In order for us to respond we need details.

I assume it was a colleague from Cleansing in the Council van at weekend.

Regarding dogs in yards: The Council has no policy on this matter, however we can investigate specific complaints of noise nuisance. These can only be responded to if the complainant fills out a monitoring sheet which they can get from Environmental Services at Cannon St. All cruelty complaints should be directed to the RSPCA as the Council has no powers over dog control on private property.

Please also note that more officers from the Council are now being authorised to issue Fixed Penalty Notices to residents leaving bags out and also to take action against people not using their new bins. Please be patient though, this takes time but we are serious about the problems. (see Saturday 9th Aug Lans Eve. Telegraph article on fines) and keep your eye on the local press for up and coming Court appearances for some Accrington residents who are being prosecuted for leaving bags out.

Finally, I am only monitoring this site as and when I get chance, in order that I can help in any way. Complaints regarding refuse, bins, fly tipping etc. should be reported to the Helpline on 399988 or by email to [email protected]

Think I was under a misunderstanding, about contacting you direct with complaints, but that's how I  had read it.

I was glad of this option, as previous emails to EH & Dirtbusters had prompted no response.

Hopefully now, with the council's tougher policy things will gradually improve, but as you say, it will take time, and we appreciate that.

Now that you have read the column, and know about about the incidents at the back of Exchange St, hopefully something will be done. Although one thing does puzzle me, If EH didn't know, how come the original mess was placed back into the offenders yard ???

We would gather evidence, then remove the waste, and in some cases charge the owner, or alternatively a fine or a formal warning.

Extremely odd! Can't understand why someone would put rubbish out, take it back inside his yard, then put another lot of rubbish out, worse than the first! something doesn't add up here. I'm confused ??? ???

Hi Lee

I was wondering if there is any chance of another rubbish amnesty in Springhill in the near future?

Possibly in conjunction with leaflet drops, to explain to householders what they must do or not do, and the consequences if rules were not adhered to.

I for one would volunteer to deliver them!!

Yes, but if a leaflet was delivered to every single household, there would be no excuse for not knowing what the rules were.

People can always pretend they don't read the papers or whatever, and plead ignorance, but they can't deny the fact that they have had the information delivered through their letter box.

All people tend to say is that they thought it was junk mail ( which everybody gets alot of) :( so they threw it away, ignorance is bliss is'nt it ?
So perhaps leaflets is'nt the answer? Any other suggestions ???

Just heard from the Network Group that they are trying to get a pamphlet together for the area, which would include useful information, tel nos, Warden Scheme etc. Could be incorporated into that. We've got to get through to these people somehow!

Delivered by hand to each household, making sure they are aware of the rules :P people don't seem to care, infact certain people seem to enjoy making other people's lives ( who actualy care about the area) hell, its just not on, shame on them :-[

If I miss putting out my blue box, and it is full, can I take it to Whinney Hill tip myself to be disposed of in the appropriate way. Is there a separate recycling point for this?

Also, is there any chance that we will be recycling plastic in the near future?

Hi Lee,

Well it's started!

A friend of mine in the Springhill area has had her wheelie bin taken.

She went outside to collect it within half an hour of the collection, and it had gone.

Thing is, when we got the letter with the bin on the day of issue, it said that wheelie bins would be replaced inside the yard and the gate shut. In most cases round here that is not happening! If it was, this bin would not have been taken.

My friend has contacted EH and is being issued with a new one before the next collection. I have suggested she keeps an eye out for her bin on collection day, and if seen to report the person who appears to have taken it. Hopefully they will have been stupid enough to leave the number on!

I think if  the bins aren't going to be placed back on properties, it's going to cause a lot of expense in the long run.

Also I have already had to fix my back gate due to damage caused by it slamming back and forth in the wind. It's OK when I put the bin out, as it props the gate open. but afterwards, it's just being left to swing!

Plus of course some people are still not using their bins at all, and are putting bags out - and these are still being removed.

Could you clarify for us that the normal collection is going to stay weekly?

We really need to be told what is going on.

Well, after all that's been said about not putting binbags out on the back alley and using wheelie bins, what do the binmen go and do?

TAKE MY BAGS OUT OF THE BIN AND PUT THEM ON THE GROUND NEXT TO IT!  AGAIN! >:( >:(

This is stupid!

Put them back in now and waiting for them to collect, going to ask them what they think they are doing.  ::) ::) ::)
