could anyone tell me where i could get hold of a panasonic battery [3cgr-b/t19se3] it's for a packard bell laptop, and how much will i be expected to pay for it

You could try googling 'laptop batteries' and going from there. There seems to be lots of companies doing them

go to the pacard bell web sight and you can download a programe thatll regenerate your battery for free.
