Phil Neal also holds eight league winners medals and was the most medalled player until last Sunday when Giggs drew level with 23 I think I saw the other day that if United win the cup Giggs takes the overall record.

Mirror actually says 16 medals, I need to do more checking I think ;

Giggs can win a record-breaking ninth title to move alongside Alan Hansen as the second most decorated British player ever with 16 major honours - one behind Phil Neal - this weekend if United defeat Manchester City today and Chelsea fail to beat Arsenal tomorrow.

Just checked the Liverpool site. Dalglish also had eight league winners medals, although some of them were as player /manager.

Interesting thing about Phil Neal on there, the text says he won 8 league winners medals but the list show 7, karma for the first person to tell me why ( yes I do know :D )

Honours with Liverpool: First Division Championship: 1975/76, 1976/77, 1978/79, 1979/80, 1981/82, 1982/83 & 1983/84, League (Milk) Cup 1981, 1982, 1983 & 1984, European Cup 1977, 1978, 1981 & 1984, UEFA Cup 1976, Charity Shield 1976, 1977 (shared), 1979, 1980 & 1982, European Super Cup 1977 PROFILEBob Paisley plucked Neal from Fourth Division obscurity at Northampton and transformed him into a player who would captain Liverpool, make 650 appearances, collect a joint-record eight Championship medals amongst a batch of honours and win 50 England caps.

Yeah I watched Phil Niel play for Northampton when I lived down there as a kid.
