If a line has been unused for a while it's not just a switch on at the exchange. They send an engineer out to make sure the line hasn't been damaged. When I moved to Accy last year they had to do this. As it turned out the line had been disconnected in the box down the road and the internal wiring from the point of entry to the house also had to be replaced because it had been damaged by previous residents. I doubt anyone thinks it justifies £125 but it's also not always plain sailing.

They wanted is to pay £117 for a fault on a line that was in use. You can imagine what they got told, it ended up costing nothing.
