Not quite, the National Lottery was introduced in 1994 by the then Conservative Government, John Major was The Prime Minister.
The law on allowing television advertising Online gaming, Bookmakers and Casinos was in September 2007 by the Labour Government, it was one of Gordon Browns first things.
A difference of 13 years, not roughly the same time.
