Having an intact foreskin DOES increase the risk of contracting the HIV virus, if you engage in unprotected sex. Being circumsised also reduces the risk of a man passing the virus to a (male or female) sexual partner. However does not make a man *immune* to the virus and he *can* still infect a partner.
I could be wrong but I think a lot of it is to do with the fact that the foreskin is quite a delicate piece of skin , which can tear, be damaged, bleed.
I do not think this is a good reason to encourage or campaign for more men to be circumsised, although fair enough if a personal decision based on precaution-it is not a proven fact, and in any case is not guaranteed.
Thatt that the HIV virus CANNOT penetrate latex, however-whether the penis has a foreskin or does not-THAT is fact.
