I can only speak for myself and I do think I am to lenient on some users but banning them could/would cause others to be upset so I tend to leave them alone. Saying that I am not really that bothered if I do upset individuals but don't want to upset the forum in general. I think it works well and if members think someone is trolling why do they reply to them. Ignoring any post you think are trolling makes them meaningless.
Its not just new members that post daft/pointless/nasty/trolling etc post, long time members who should know better also do it.
Modding this site is about finding a balance, its not always easy, I often upset people but the site is still very active compared to many local sites.
I have had many abusing PM's asking why I have deleted their posts or banned their friends. Being honest I don't really care, I am thick skinned and if I think someone does something wrong I usually do something about it. There are a few members I am close to banning but I also find that some that others think should be banned actually add something to the forum. We all have different points of view and modding a forum will also be a balancing act. One thing that I always felt made this forum good is that the mods don't always see things as black and white and there is a little wiggle room with the rules.
Without that wiggle room many of the old school would have been banned years ago
