I am sure that some of the people who do live in oversized property would like to move. The saving on heating and cleaning are an incentive, but many of them are elderly and infirm, so imposing a house move on them is a
life shortening experience.
Housing Associations should have extra funding to provide such people with a team of workers who will finance, physically pack and unpack, redecorate, - ie take the stress out of the move.
This 'arm twisting' is just one shade lighter than compulsion, similar to the forced moving of people during WW2, when the Isle of Man became one big concentration camp.
