This could have triggered industrial action amongst waste disposal engineers on a scale to dwarf the disputes of the winter of discontent, the Daily Fail would have found a way to blame the council and the whole local government infrastructure would be redeveloped under emergency legislation to fit in with the dystopian dream that was Norman Tebbit's ultimate aim.

But no, we had official notice from the county that it was going to happen, just didn't expect after hors deliveries. Sadly, animals chose to die at inopportune moments or were mercifully dispatched at these times on vet's say so.
