Abolishing this 'fiddle' would enable the big transport companies (with a monopoly) to increase fares, which would mean that the council would be paying more to subsidise the Nowcard users to use
them - so there is nothing to gained from stopping this fiddle.
At present, the people
without Nowcards get cheaper fares from small companies.
