Since so many assets were available for deployment to this one "minor" incident, on a Thursday evening, last week before Christmas (a notably very busy time) & in the Capital itself, doesn't this not then suggest there may just be a surplus of certain agencies & that some judicious thinning is both feasible & inevitable?
