Everyone has the right to make their voice heard - equally everyone who doesn't want to be heard has the right to obscurity. I've said before that (in my opinion) the fact that they can vote and choose not to means that they are just as responsible for the outcome of an election as the people who
do vote.
Incidentally, according to Radio 4's
More or Less program, non-voters are probably not affecting election outcomes by not voting. A poll (by the Today program in 2001) of which parties a non-voter
would have put their mark against if they
had voted, yielded results of similar proportions to those achieved by the people who did vote. Article starts at 15:30, non-voter poll starts at 18:00.
