That's been the case for a long time. It's to help prevent people who might have business waste from using the recycling centre (or tip).
On that subject, my mother-in-law, who was 70 at the time, received an aggressively-worded letter from her council (not Hyndburn) stating the potential fine she could face for disposing of her business waste among her household waste (£50,000 if I recall correctly). She runs a little shop in Haworth and their stance was that
no business operates without business waste. The example they cited was that the envelope that their letter arrived in was business waste.
