You forgot about the lawyers. They have to be brought in to advise on health and safety issues ... like hard hats, safety glasses, and steel-toed boots for kids playing conkers
... and on possible lawsuits, just in case someone gets a whiff of second-hand smoke from the little steam locos MrPastry mentioned.
That'll be at least another 75 million smackeroos.
