this is pure speculation and not backed up by any facts but with the launch of windows 10 and the one drive online storage facility that can be installed on not only computers but phones etc maybe with all the new sign ups, updates and downloads of the one drive app the serves are struggling
personally not had any email issues but my one drive account has been sluggish and a bit slow to sync my files over my devices
