The quote appears to be from Dan Jewell, not the paper itself (on account of the fact that most on-line papers don't employ journalists but simply trawl the Internet for quotes).
It's a pretty good comparison, IMHO. The Battersea Dogs Home takes in waifs and strays, of any size, breed or age, and rehouses them. It's also an old, nationally well know, underfunded, but much loved organisation. Just like Stanley.
