If, as we're sometimes told, that most serious crimes are repeatedly committed by a very small % of the population, you'd think it would be relatively easy to identify, prosecute, and incarcerate them for long enough to remove their ability to commit whatever crime that is their speciality.
But, just think of the thousands of employed people that are dependent on criminals.
Why would a judge bang-up criminals for longer if it was likely to reduce his or her future workload?
