I've been trying to pay since Sat' Margret. All online systems (including automated telephone payment systems) are down. Just managed to get through to HBC on the phone and they confirmed this and stated it was a 'National problem'. National problem I asked? why hasn't it been in the media? Well, it turns out its only a problem for those councils in our Nation that use the same company for payment processing.. So not a National problem at all...

The only way to pay anything to HBC at this time is via bank transfer. They happily give you the sort code & account number to do this, if you can get through on the telephone.
