If that was what was intended, it has failed.
It has, instead, created division and fails those in the community who are not Muslim.

Anything that separates the community is divisive, I have one vote, two representatives (one local, one parliamentary), no-one should be given an extra layer that is listened to, when it doesn't and can't represent all of the community.
