Does the prospect of riots instil panic and fear?
Does it make people consider civil disobedience at a time when the police numbers may be low because of self isolation of officers?
There are many more stories in the media which are calculated to create fear and anxiety.
The currency of control is fear....now Reamer, there you have your conspiracy theory.
