Premier league is 3 weeks before and they depend on each other.
It could be earlier but as long as there are teams playing in europe they can't formulate the fixtures as they will get a month off and their games will be later.
Wednesday 20th August is the latest everything will be known as it is the last semi final date - so 21st or 22nd they should be announced.
