Definitely the 10 year residence. It is appalling that someone can walk off the next boat, never having contributed anything to this country, and vote in the next local/general election. Tony Blair won't do anything about it because of the slogan "Immigrants, vote Labour for your rights" - spread all over London at successive general elections.
Back on one of my favourite themes - rights carry responsibilities. Other countries will not allow non-nationals to vote - why not restrict it to those who are born citizens of this country and those who voluntarily take British nationality (mind you, a bit of a problem, since we collared half the world in colonial times and gave them all the right to British passports!). However, we are letting nationals of other countries vote in OUR elections ..... then we wonder how and why the lunatics have been given the key of the asylum.
Postal voting doesn't work. It is open to appalling abuse, as has become obvious. If you can't get to the polling station, you can appoint someone as a proxy vote - I've done it for ex-pat friends before now. Postal voting is unnecessary and dangerous.
