To prevent that from happening you can put a flag on their National Insurance number, which will tell the Social Security and prevent the benefit from being paid.

People just don't seem to realise that there must be a consequence for their actions. As Willow has said elsewhere, since when can prison be an effective consequence when all they do when inside is study for a degree, watch tv, get fed and all the other luxuries available, all for free!
