Someone had put their vote in the next election up for sale. As selling your vote isn't legal I presume that's why ebay removed it but the seller had gone on to explain in great detail why they felt the need to protest in this way because in their opinion none of the candidates are worth voting for and none of the political parties are trustworthy/reliable. A failure to vote is regarded as apathy. This person didn't want to be seen as apathetic and strssed that if there was a space for voting "none of the above" they would turn out on election day and put a cross in that box.

It was worded a lot better than I can put it from memory. They also urged other people to put their votes up for sale if they fel the same way.
