Willow why don't you contact Lancashire County Council traffic dept and ask them? They will probably have been responsible for putting them there. If you say why you want to know I am sure they will put it in writing for you to give to your solicitor. It should really be his/her job to do it anyway. I must be worth the phone call it be sure.

I don't see how the speed bumps prove the cars must have been going slow. They are called 'cushions' not bumps as they are only narrow. The idea is that buses and ambulances etc can fit across them but not cars. I bet I could drive over them at 60mph in my car no problem. I have just come from Moorhead School and all the cars try to straggle them anyway. You hardly feel they are there.
