Human Rights

I just saw an article on the local news about the old Brighton Police Station which is situated under the Town Hall. It has been reopened as a museum.

There was one part where the reporter said that criminals used to be manacled to the walls in the freezing cells, and the human rights were not like they used to be.

Now if that sort of thing was still going on, do you think there would be more crimes committed, or less?

Since when should criminals have rights anyway?
