And here we are in the middle of July, with National Celebrations in full swing, and not a single flower to be seen. In any other borough in the land such a garden would be a riot of colour all year round. Clearly most of the cost of this project was swallowed up in consultancy fees and feasibility studies and they ran out of cash before they got round to planting the flowers. Or is this like the Hanging baskets for Great Harwood and the timing of flowering is delayed on purpose for an event later in the year? My Ar*e!
