I think Bazf has a point. It isn't implying that the protestors are terrorists for being protestors, it is acting with caution in case there are terrorists amongst the protestors and if a potential "situation" got out of hand and somebody did something nasty then we'd have more cause to complain.

I think the idea of obliterating everything within a 5 mile radius may well appeal to terrorists, don't you?

You could look on it as protection for the protestors too.
