No, hardcore is a base for concrete, tarmac is layed though in 2 or 3 layers, each layer is a finer grade so it is possible they are going to top it.
I went past on Saturday and there was a guy there with a pneumatic drill chiseling a groove in the new tarmac, they wouldn't normally do this if it was the top coat but we are talking about Accrington here
