Is it a case of the left hand not knowing what the right hand is doing or is the Government just being silly, again?

As we all know, the licencing hours are to be relaxed allowing 24 hour drinking for the landlords and customers that may want it.
However according to the Sunday Telegraph Binge pubs can be closed within a week

Pubs across the country which stay open too late or fail to take proper security measures face being closed down within seven days under a tough new regime introduced by ministers.

So the Landlord is now free to stay open as long as he likes but if he does he could lose his business because he is a nuisance, I can't quite follow the logic here, how can we slacken the rope at one end whilst someone is busy trying to tighten it at the other?
