Sounds like he has to have a range of responses from different ethnic groups. This could be a problem if he is expected to get the same number of responses from each ethnic group (unless he can't distinguish between ethnic groups, hence the blanket description "coloured")and is in an area where most residents are white. Why can't they just take a range of answers and then glean from that the extra information relating to the ethnic mix of an area? Actually setting out looking for specific types of people can create a false image.
