dogging is when a girl or girls go to a usually open public place and meet up with a group of guys, some guys have sex with her, while the others watch doggers meet in virtually every town in the uk, it just depends when and where they choose to meet. They may well have met there that day three years ago, may have since or may not have. They have regular gogging meets in blackpool car parks, are they going to fence those off too. What they should do is sack this idiot n make him get a life, because you will get people turning up now.
