Sorry to go against the majority of this site and not slag of HBC
. If a bin wagon did just pop over once in a while then would it not make the problem worse? People too lazy to go to Whinney Hill would just dump their rubbish there instead, happy in the knowledge that HBC had turned it into a semi-official dump because a bin wagon would just pop over and clean up the area. It's simple enough to me, you use the correct disposal methods for your rubbish or you should be fined/jailed. I think where HBC does let us all down is by not convicting enough fly tippers.
