I presume that since it appears to be an annual award, like the afore mentioned Oscars, it is given for someone who has achieved something of merit in the past twelve months.
Back to anal. No it's a commonly used phrase meaning petty. It derives from someone who is anally retentive, and would rather dwell on the petty details and minutiae, rather than look at the broader picture.
