My late Uncle never passed a test because they didn't have them in the days when he learned to drive.

A friend in Southern Ireland has never passed a test for the same reason. Driving tests were introduced much later there than here.

I have passed a test and have a current licence but I have problems with my eyes which make driving dangerous, yet legally I would be classified as fit because my refocussing problem isn't tested. I can see a number plate at the required distance if I don't look at something close-up first but if I am in a car and look at the speedo I cannot then see what's going on outside the windscreen for several seconds in which time I could easily have caused an accident.

So I'm the only one with proof of capability and the only one not actually capable. As my old friend Graham would have said "Go figure"
