Inside, outside, it makes no odds to the finances - we were keeping him anyway, because he was living on benefits! Personally I think he should stay inside for a long time, and then be escorted to an open boat and told to find his way home. (We won't, though, because he would face the death penalty there, and we can't do that because we are nice people.) He could use his hook for fishing, so we wouldn't need to give him any food to go with.
