I think it's so residents can park infront of their own houses. If single yellow lines were introduced it would mean that they couldn't park in front of their own houses all the time, unless they organised a residents only parking scheme which would cost HBC/us some money.
It seems to work quite well, and provides a jobs for the cone/parking attendant people.
