each area of the town gets split up into different teams. each quarter the team with the best recycling percentage is given a prize.
The chips cost about a quid each and the weighing machines about 1800 quid.

Great idea Madhatter, - but did you know that the recycle containers are already bar-coded and fed into a computer as they are emptied? - and if the council take you up on your idea, it will occur to them that they will be able to charge each household extra according to the amount of waste that they throw away.
