It won't do a thing to prevent terrorism......that was just one of the justifications that the government used after 7/7. They have ID cards in Spain, but the people of Madrid were still blown up. Do you think terrorists will get ID cards.....no, of course they won't and they will still continue to get fund through criminal means. Also before long crooks will formulate clones of ID cards and you could easily have your identity stolen. Then, tell me how you would go about proving that YOU are the real YOU and the criminal is the imposter? The government don't have a good track record for computer systems either - and the prototype system only recognised the cards 65% of the time......so supposing you had been abroad and wanted to get back into the country but the machine didn't recognise your data...would you then be a stateless person forced to find a country to take you in....? Very Kafka-esque!
