Nell I think it's great you are worried your daughter may not have enough friends, but I wouldn't force the issue too much. The pen pal idea seems good, so does using the internet, as long as it's a safe site and monitered.
I was forced to join all kinds of things when I was younger, and hated every minute of it. Far from being shy though, I was just biding my time until I found an interesting enough bunch of nutters to play with. As you get older you meet more people who you have things in common with, and I' m sure if she's anything like her Mum she'll have no trouble making good friends when she's ready.
