Of course we know it's the same muppets running the asylum, you'd have to be pretty thick not to know. I'm hoping (I know
) that this time it might be different. From what I'm led to believe it's the Government that's given the local council the kick up the arse and told them tht their housing stock has got to be upgraded to a reasonable standard by X number of years (10 I think it is). So if they don't make good on their promise not only will they be held responsible to the tenants but also to the Government who have the ability to get them to tow the line.
