maybe until the Ultras embrace the song fully, the main stand could lead the way. I think part of the problem is that on the terrace you can only the tannoy if it is quiet. No talking singing, farting or sneezing. So from that you only ever hear snippets of a song which isn't enough to learn a new song from and to sing it in tune.
Now, under a roof and able to hear the song fully, such as in the main stand, it would take off a lot quicker.
