Some very interesting suggestions there Jambutty.

According to the news this morning there is also a lot of "cell blocking" - a bit like bed blocking in the NHS - where they've got foreign prisoners who should have been released but the government has done nothing but deporting them so with nowhere to send them they are still in prison! What a shambles.
