According to Peter Britcliffe on the radio the other day Hyndburn will not be charging for waste.
I asked him this question last Thursday while having a meeting with him regarding Rhyddings Park. He said that HBC was against charging for rubbish as they think it would only encourage fly tipping. He even mentioned a thread on here about it
