Hyndburn will not be charging for rubbish as they think it will cause more fly tipping.
Yes the bins are chipped but they will not be used for charging for waste. It would never work anyway. Like you said someone is putting there rubbish in your bin, that could never be stopped so charging will not work. Like I said to Peter Britcliffe, I could go round putting bricks in peoples bins I did not like so they would get charged more.
Its a silly idea jumped on by the media that is totally unworkable.
