Yes watsupp I totally agree with you that the stall holder should not have given the whiskey to someone under 18. They could perhaps have asked if they had a parent with them and/or suggested that they would hold onto the prize until it could be collected by an adult. We've got round things like that by having non-numbered prizes and the first drawn gets to pick first , the second next and so on with the proviso that alcohol and tobacco prizes can only be chosen by adults.
