A perfect example of how HBC is a poor council IMHO. A member of the general public in probably 15 minutes is nearer to a solution.
Given many small and large authorities have installed this HBC should not be in any worse a position to install these. The leadership could be blocking it OR we have members of staff who have thie own ideas and the political leadership is too weak or indifferent to alter that.
