Surely a dress code is already in place for NHS staff so it should be adhered to. If the code doesn’t specify the type of tights, stockings or socks then I would interpret that as the choice being up to the wearer.

If I were a patient lying in bed with some illness or injury the last thing on my mind would be the leg attire of the nurse attending to me.

If the management want to have a meeting about something they should consider bringing back the rule that nurses must not leave the hospital still wearing the uniform.
