Think you'll find its a club promotion where folk go along to the ticket office at least 24 hours before kick off & pick up vouchers which entitle a free child (under 10) to accompany a paying adult.
Yes,the league rules do allow that although you are welcome to check.
I imagine you could have taken advantage of said offer simply by satisfying the conditions of the offer,although it would have cost you a fortune to pick them up.
