The Old Testament does, in Exodus and Deuteronomy. Here's what Jesus said in the New Testament,"You have heard that it was said, "An eye for an eye and a tooth for a tooth". But I say to you, do not resist an evildoer. If anyone strikes you on the right cheek, turn to him the other also. (

So, which part of the Bible should one follow? Personally, I do not see that any useful purpose is served by the death penalty.
Ultimately, it's up to the Iraqi courts.
